The Applied Technology Council Completes the Draft Camera-Ready Second Edition of the FEMA 154 Report on the Rapid Visual Screening of Buildings for Potential Seismic Hazards

ATC has completed and submitted to FEMA and the Project Advisory Panel a draft camera-ready copy of the 2nd edition of the FEMA 154 Report, Rapid Visual Screening of Buildings for Potential Seismic Hazards: A Handbook. The report represents an extensive effort by project personnel, including ATC staff, to revise the document to reflect the input of the Project Advisory Panel, Users Workshop Participants, and the Project Officer. It also reflects our decision and agreement to use seismicity regions comparable to those in the original handbook, but updated to reflect new seismic hazard information. As before, a Data Collection Form has been prepared for each region; Basic Structural Hazard scores have been revised for compatibility with the HAZUS fragility curves and several performance Score Modifiers (all except those that are now based on calculations) have been eliminated.

The FEMA 154 Handbook is posted on the ATC anonymous ftp site for review and comment by interested parties (through the end of December), including those who responded to our initial call for voluntary feedback and those who attended the Users Workshop. We kindly request that you take the time to read the document and to provide ATC with your review comments by December 21, if at all possible, but no later than December 31, 2001. Please send comments via fax, mail, or e-mail to:

The file is in PDF format, with an indexed table of contents and bookmark list for easier reading. In spite of data compression, the file is quite large (approximately 45 Mb) and should be downloaded to your own system, rather than opened online. Information on acquiring the Adobe Acrobat Reader may be found here.

NOTE: The Handbook is no longer available for downloading from the ATC Website, as the time for review has expired.
